Would team voice chat make solo queue better or worse in LoL?

Riot shared plans for team voice in League, and this could be one of the biggest communication changes the game has seen in years. Would voice chat improve teamwork and shotcalling, or would it make solo queue more frustrating for a lot of players? What rules or opt-in settings would you want to see?
